Response Letter From Bill Horn
November 9, 2006
To whom it may concern:
Thank you for your email concerning the trail network that exists on the so-called Flightline property, owned by the County of San Diego and managed by the City of Carlsbad and the Center of Natural Lands Management.
I have long supported the preservation of open spaces and trails in the San Diego County. The County has an agreement with the City of Carlsbad and the Center of Natural Lands Management (CNLM) to maintain the easement area in question. Officials from the County, the City of Carlsbad, CNLM, and representatives of the mountain biking community will be meeting soon to discuss the use of this property for mountain bike riding, including County Airport’s liability and damage to environmentally sensitive property under easement to CNLM.
Any effort to preserve the trail network must take place in conjunction with City of Carlsbad and CNLM officials. As I feel strongly about the preservation of trails in San Diego County, I will continue to explore and discuss potential solutions to this problem that satisfy the legal obligations of the parties involved.
If you have further questions, please call my office at (619) 531-5555.
Sincerely,
Bill Horn
